PBIS & Positive Behavior Supports

Positive Behavioral Interventions and Supports (PBIS) is an evidence-based, three-tiered framework to improve and integrate all of the data, systems, and practices affecting student outcomes every day. PBIS creates schools where all students succeed.

Tier 1 practices and systems establish a foundation of regular, proactive support while preventing unwanted behaviors. Schools provide these universal supports to all students, school-wide.


Tier 2 practices and systems support students who are at risk for developing more serious problem behaviors before those behaviors start. These supports help students develop the skills they need to benefit from core programs at the school.


At Tier 3, students receive more intensive, individualized support to improve their behavioral and academic outcomes. At this level, schools rely on formal assessments to determine a student’s need.

What Do We Do?
The Empowerment Zone has implemented Positive Behavior Intervention and Supports (PBIS) in all of our schools. The district level PBIS coaching team assists school level teams as they enhance and refine their PBIS systems. Professional learning opportunities are continually provided to all schools and focus on:

  • effective teaming practices
  • system refinement
  • sustainability
  • data analysis
  • Tier 1 behavior practices
  • Social-Emotional Learning
  • Tier 2 behavior supports

Using the School-Wide Evaluation Tool or the Tiered Fidelity Inventory, our CRPBIS Coordinator and PBIS teams conduct an annual evaluation for each school to measure fidelity criteria for implementing PBIS. Evaluation feedback supports schools as they make data based decisions when considering refinement or additions to their PBIS and MTSS systems.

How Do We Help?
We work collaboratively with school teams and administration to implement, sustain, and continually improve student achievement through PBIS and MTSS services. We provide support for schools in the following areas:

  • School wide and classroom resources
  • Problem solving models
  • Professional learning opportunities
  • Technical support for Educators Handbook
  • Improvement of school climate and culture district wide
